I did finally end up figuring this out today after much messing around. Ended up just reinstalling windows (plan on taking the pc to friend's house to reinstall the programs) and it still didn't fix it. I think something on the graphics card is shorting out because the HDMI and DisplayPort works...

Does anyone use Google Chrome 'notifications'?

No, a white box usually pops up in the corner of your screen, it's pretty small and it gives a picture sometimes, a caption (Usually the name of the website) a message. Turning this on does make Chrome run in the background all the time though.
