I agree with your intentions, JPB. I have done that with my E7200. For 3.8GHz, it takes quite a lot of volts to get stable so I settled for 3.7GHz.
It wasn't worth the extra heat/stress for that 100mhz more.
I'm running a Corsair HX620 with no issues. I do believe though, I'm reaching the limit of it with my current hardware and I have a Velociraptor waiting to be installed. Probably will get a Corsair TX750 really soon.
during OCCT it hits 67c, which from what i've seen is normal. ambients are 22-25c. i've already concluded that my chip's temp sensors are borked for reading idle temps.
i owned a IP35-E also and the double boot issue was fixed with a bios flash so it would only double boot if the psu was shut off or unplugged from the wall. my P5Q-E does the same thing which i'm used to since my DFI DK P35 also did it.
just an intel safety measure and its up to board...
saw the movie on the evening of the 18th with a group of friends. we filled an entire row, lol. awesome movie! Ledger's performance was excellent, very creepy.
i really don't believe that Dent/Two-Face died at the end. Batman fell the same distance and lived so why can't Two-Face? i believe...

XIGMATEK HDT-S1283 is a inexpensive top notch cooler. it competes on the level of a TRUE (120 ultra extreme) but doesn't cost as much. just make sure you purchase the bolt-thru kit with it.
did you try RealTemp yet...
what are you ambient temps? have you tried testing your temp sensors with RealTemp? you might need a better cooler, a zalman 9500 wasn't meant to cool quads.
