I have owned that Asrock board for a year now. I bought it last Black Firday when it was on sale for $105. My oldest plays on it for hours every day. Never had a problem with it. I think its a good board for $100.

Could be coil whine. If so, not uncommon during very high frame rate situations. Turn on vsync and see if it goes away.

R9-290(X) Voltage Control

That should not be hard for one to do, as the card has dual bios. The 1 dip switch setting should be the original 290 bios, and the other should be the flashed 290x version. If I remember reading the review, it said one is a read only, and the other is a read/write.
