Turned out to be incompatible RAM. I swapped it out for a dual channel Corsair Vengenance it worked. Should have checked that first.
Must add that ASRock support was great, they had volunteered replace the mobo even when it wasnt clear what the issue was.

Facing something similar atm with Asus h77m-itx mobo. Mine does the same except it keeps restarting after the fans start spinning,, no post. Is that what you are seeing?
