I checked the outlets around the area, none seem to be powered by a switch and all are live when the power is on.
No clues at the breaker unfortunately.
The grounds are bare copper and attached to green screws, so we are good there.

Well i'll be damned - it was a BIOS issue, but not exactly the issue noted in the link. As i was reading the above, I realized - wow, when was the last time i updated the BIOS.
Sure enough - 10 minutes later with an updated BIOS - system boots beautifully :)
