One software I know is by using UPS such as from APC, TrippLite or others that provides software monitoring. This software monitoring provides you with the "load" percentage. That is, if your UPS is 650VA/410W and the load percentage is 50%, then you know your machine is currently using 300VA/205W.

Never failed upon installing MDK 8.0 on several notebooks and PCs. Same thing with 8.1, except that I haven't really explore Linux to find out the difference.
Try to boot from CDROM. In the setup process, you should be able to delete old partition, create new one and format it. That is to ensure clear up your old stuff.
