Computer Won't Shut Down

I pulled both of my PCI cards (Sound and Wi-Fi), and it turned off correctly. So I popped the wireless card back in and it still turned off correctly. Now I put the Sound Card in too and it still works... Go figure. Thanks for all the help, ~ Austin

If I hit the power button on the front before it starts to load Windows, it still reboots instead of turning off. So it would seem like it's not a Windows problem. Thanks, ~ Austin
