I would go for a 27" IPS 1440p monitor; it's the perfect combination. Text is still too small on a 27" 4K monitor; I would at least do a minimum of 32" or higher.
You'll most likely have to use Windows Scaling on that 28" Samsung 4K monitor.
Is your mouse scrapping on the mousepad or desk you're using? If it doesn't then I wouldn't worry about it.
I got replacement mouse feet for my old MX518 and the thickness is less than the default ones like yours, but the mouse slides more smoothly. I'm satisfied with them.
I use the Logitech K360 wireless keyboard and the Logitech G602 wireless mouse. They both have latency issues until I used USB extenders for both USB dongles. I'm pretty sure I have interference somewhere near my desk.

For the OP, a KVM switch is the only real solution for your needs. Keep looking and you should be able to find one for cheap.
I have a Corsair Carbide 200R and it's pretty nice for around $50. It has a simple, clean look and none of that flashy stuff. 300R is another good option for a slight increase in price.
Motherboards are pretty durable; I wouldn't worry so much about the weight of the CPU cooler. My ASRock Z87 Extreme4 motherboard is thinner than other motherboards in its class, but I'm able to use the CM Hyper 212 EVO with no problems.
I have a Corsair Carbide 200R with the CM Hyper 212 EVO.
Actually with the 200R you can just snap in four 2.5" SSD/HDDs above the 3.5" HDD cage without any tools. If you look closely at my photo you can see the Samsung 840 EVO installed above my 3.5" hard drive.
Verizon doesn't use SIM cards unless you need it for travel in international countries that require a GSM network.
Verizon = CDMA network (ESN/MEID of device)
AT&T/T-Mobile = GSM network (SIM card)
Example: AT&T mobile phone will not work on a Verizon network, etc. Vice Versa.

Most mobile lines are blocked from making international calls and you need to enable this. You should add the $3.99 international value plan; voice rates will be much cheaper.
If a user is traveling out of the country and will be using his mobile phone, you should call Verizon and tell them...
I don't think GPS will ever work without a data plan on a mobile phone. So don't be expecting that as a bonus.
You can probably download offline maps and use that for directions as an alternative.
If the text is too small on the Galaxy S3 then you can manually change the size in the default browser.
Settings -> Accessibility -> Text Size
You can also zoom in on the web page by double tapping on the screen instead of pinch-to-zoom. You can adjust this setting in Accessibility.
