    You're partially right... Lifeline started in '84 (Reagan), which subsidized landlines to low-income people. In 2008, it was expanded to anyone receiving food stamps and to cover cell phones. Now, what about Tracfone - a (the largest?) provider of these gov't subsidized mobile phones...
