Slowing down way below speed limit b/c cop on the road...

Where I live, the law requires you to merge left (or slow down if no merge is available) if a cop has someone pulled over on the shoulder. Of course, why someone would choose to obey that rule and not the speed limit is another story.

How fast do you drive?

In most places, that's the law. If there's a cop on the side of the road with lights on, you have to change lanes if possible or slow down if not. The amount of acceptable slow-down varies, but where I live it is "at least 5 MPH under the posted limit".
