A Sigma Designs Hollywood+ card (it's not a video card, but a Mpeg decoder card) has the best quality. They will also play DivX files though it really only works under Win98 and isn't HW accelerated.

The biggest issue with the Hollywood cards is that you wont have a menu to see what you are foing unless you have a monitor attached as well. If you have TV out on the video card as well you can get a video switching box (auto is best) to switch between the video card and the Hollywood.
