Not 100% sure on your question. If by external ATSC decoder you mean a card with hardware encoder they are better than software encoders as they don't strain your cpu.
MythTV is the best PVR bar none if you ask me and here is a list of supported cards...

I was wondering if I should get the Hauppauge 1600 (PCI) or the Hauppauge 1800 (PCI Express)?
I think that is the only difference, so would the faster interface help any? Is that the only differences?
Does anyone know if there is any advantage to getting a Hauppauge 1800 (PCI Express instead of PCI)? The only difference would be the speed of communication right? And PCI is fast enough?
