Need to know what processor, Grpahics and RAM chip to get for Windows XP computer

You should be able to get a full build that will blow that computer away, for around $350ish on classifieds. Anything newer than c2d/am2 will be worlds better. Check craigslist, local e-waste recycler. Also, local schools will regularly throw out full pentium 4 computers, so see if you can...

Replacing a blown 12V ATX 500W PSU

There's only a few good oems, and rarely are cheap dynex, powmax, etc psus built by them. Those bad psus always overstate their capacity. Antec earthwatts are delta units, so are a good suggestion in addition to the corsair builder series.

Anyone ever been locked out of your steam account?

i've been locked out of my steam account, and as long as you have the receipts of the stuff you bought in there, they'll usually get you back in. Took a couple business days.

Dice says in 2013 Frostbite 2 games will require 64bit OS

New consoles are based on amd64 architecture, but are obviously 32 bit compatible. Seems more like a slow buildup to this decision more than some sudden cause like new consoles.

Actually, now that you mention this, a WebView might be a way easier way of doing this. Especially for a newbie dev.

lol so decided to give Unity a second try

Why not try out the huge list of other DEs other than gnome and kde? Lightweight window managers like icewm, fluxbox, or full DEs like lxde or xfce. I have ALWAYS preferred those to gnome and kde.

Minimum 15 seconds to load any page from AT forums.

I get a weird thing where the first 8 or so threads load, then the page hangs for like 10s, then the rest of the page loads.

Post your data backup strategy

aerofs between a desktop, laptop, and file server, with the file server running zfs snapshots every hour/day/week, which are mirrored back to the desktop and a remote fileserver every night. I only backup important documents, not movies, music ,games, etc, so the overall size is pretty small...

Convergent devices versus multiple devices

It would be awesome if everything would be a single device, but the problem is battery life. If I use my phone as a music player, I have to worry about not having enough battery to call/text, and that's something I don't want to think about. Hence, separate devices for calling and music.

Google has been doing pretty badly with the whole chromebook lineup. How many original chromebooks did they sell? (the overpriced, underpowered one at $300)
