On your budget I'd do two things: Overclock the CPU from 2.1Ghz (stock) to atleast 2.5 - get a good heatsink - for $40-50
the rest spend on more memory or adding hd space :)

I don't see reason not to use NCQ, if you installed right drivers on your ich9/10 things should nice and fast. According to anandtech the difference between NCQ on or off is minimal to none :
