Does it start with Windows? And you have checked the little windows button on left side?
Make sure you have the latest version or grab the latest beta from guru3d website. Click the button with the Windows symbol and you should be good. Maybe uninstall the old version and delete profiles when prompted if you still have issues
Since you have only two 6pin connections from your power supply, option 1. is it. Power draw will be determined by GPU bios and whether you over clock. You just need to make sure that your power supply can provide enough, and it should.
Work loads are different from game to game and benchmarks, so different clocks and different temps. Hwinfo will show wattage and will most likely give you a better picture, right click on the wattage and make a graph, you'll see how much it fluctuates. You could also try newer drivers

Power limit throttling, minimize it by tuning a custom voltage curve. Or virtually eliminate it with extravagant water cooling system. It's normal and won't cost much performance losing around 50mhz in games
