yep, i agree. CPU is overheating. The "english police car siren" is the overtemp alarm. The CPU will power cycle the machine when it overheats. Make sure the HSF is on all the way and clamped down. Did your friend use thermal paste?
I went with Corsair DDR400 XMS CAS2 RAM. OC'ed it to DDR425 with 2 5 2 2 timings. Its stable and passed every test i threw at it. But, this RAM is not cheap. I saw similar RAM from Kingston for about $30 cheaper so you may want to compare the two.

The "cheap" B0 stepping P4's have a limit of 150-160 FSB.
If you get yourself a SL6EF or SL6DV which are C1 stepping then you
can go up to about 180FSB.
I wouldn't recommend taking a side of the case off because then the air inside
isn't gonna move around...IMO....airflow my son airflow. :)
To lower the CPU temp you don't need to add more case fans, just the HSF.
Lowering the CPU temp will probably lower your case temp a little anyway.
