Personally I would NOT go for a 6800 with an nforce3 motherboard. Whereas you will probably be able to run it OK, it won't overclock much (I don't know why, but there seems to be some kind of incompatibility between (nvidia's!) 6800 and (nvidia's!) nforce3 chipsets. They just don't overclock...

I would think the "reason" is because if they try to pass any of the decoding to the GPU, the whole thing falls over with its legs in the air? So they had to disable it. The way I read it is that the video decoding hardware is partially broken. Possibly completely broken, but I dounbt that...

Its not a stupid question and I bet half the people here don't know ;-) Enabling it allows your CPU to write directly to your video card's memory. If it is disabled, your CPU needs to write data to main memory first, and then it can be copied into the card's memory from there. Everyone...
