Softmodding a 9800SE

I was reading through http://www.ocfaq.com/softmod/faq.php and I see that by applying a softmod to some 9800SE's I can get a "equivalent of a 9500 Pro but with an R350 core." Can anyone please explain to me what does this "equivalency" mean? If anyone here has done it before, how would he/she...

The best value card

Which one would you guys consider it's the best card in the <$100 market? I'm thinking about the Geforce4 4200, but does anyone have a different opinion on that?

Upgrade with a budget

When u say "no luck", do u mean that the CD wouldn't even boot or that it won't let you repair the file? If its the 2nd, then it may be a HD problem. Is there no way to load it in safe mode?
