The Biostar GT7 does only add LAN and everything else is what CPU and chipset provide.
Its highly possible that the x4 is dedicated. You could try to find someone with the board to check.
Most other boards do mention that the x4 is only available with restrictions.

The speed you mentioned would be around the speed of single-channel DDR4-2666.
According the slide with clock domain the DF is 256b wide while DDR4 is 64b wide.

All the various info I get about Ryzen points me to believe the biggest weakness is need support wide variety of RAM speeds.
Support needs to start from 800Mhz for 1600 modules which cripples IF to 22GB/s and horrible latency.

According to the AMD slide with the clock domain, the IF can do 32B/cycle.
Even using the slowest 800 MHz for DDR4-1600 it gives me 25GB/s in one direction.
