Problems setting up a FTP server

I'm having some trouble setting up a FTP server on my computer. I am trying to use Filezilla, I have ports 21 and 14147 unblocked. I made a static IP address, or at least I think I did, and when I look at my ip in ipconfig it's the ip i set it up to, but when I check it out on a website...

Any way to retrieve notepad (.txt) files?

thanks everyone for your input, and nice ideas I used to use this awesome program named turbonote many years ago that would always automatically save stuff as you type, I assume it's similar to stickies and stickynotes, so I might try one of those, or just get into the habit of actually saving...

Shoot the button (or correct angle of the switch) that launches our nukes to Russia. If it's not a button or switch, or any pushable object then fvck This makes me think: if you shoot a button, would it push the button before blowing it to pieces?
