I have had mine to 1143MHz so it's doable. Could be the ram, slots, or voltage ( try Auto). Make sure the ram is seated well. What FSB are you using and are you linked or unlinked?

Reset the BIOS with battery and jumper for ten min or longer. Make sure the plug is pulled. Put one stick of ram in the yellow or black slot furthest from the CPU. Run Memtest86 ver 1.7 and check your ram for errors.

It's only a downgraded ROM file if you try to upgrade from 0401. From 0202 or 0307 it's an upgrade. Use awdflash.exe instead of EzFash to flash that bios. Try it, you can always upgraded back to 0401 lol Stay cool you know how this stuff works.
