I take "minimum" specs with a truckload of salt, having run Company of Heroes 2 on HD 3000 laptop graphics I'm sure my 750 ti can run this ;) (yes it may look bad and be low FPS but eh, I'm pretty tolerant).
It was bad enough in 2012 but 2013 MBA better have higher res *IPS* display, we're getting laptops like the Kirabook that can do MBA form factor (or lighter!) with HiDPi displays and every half-decent ultrabook is now 1080p IPS so a 1920 x 1200 IPS MBA is a very low bar to clear.

They redesigned the chassis and removed DVD drive and switched to custom SSD ("Flash") storage, plus its non-user upgradable (to shave off weight and size as well as make more $ :P).
On my old GS 2 HD LTE, which was slow as shit cause of crap GPU + high res screen, LTE>DC-HSPA+>>>>>HSPA+. I notice a difference on a phone slower than you but the difference between it and a good DC-HSPA+ signal is that noticeable.
