9500 PRO or 9700??!!

I need memory that can do DDR 425 at a maximum of 2.8 volts

any big name brand PC3200 memory (corsair, kingston, Ocz, Mushikin, etc) will do DDR425 @ 2.8 V, unless you are extremely unlucky. I think 2.8v is already high enough? cheap generic PC3500 memorys will do DDR425 @ default voltage (which is around 2.65v) but I strongly believe that memory is...

I've got about $450 to spend on an LCD monitor... need sugestions!

NEC 1760V is an excellent monitor with decent price. (16ms too!) But I were you, I would invest a bit more and get samsung 172T. I don't believe in advertized response time quite yet and I truly believe samsung lcds are far superior that those 16ms 17" LCDs.

Which of these LCD's would you recommend?

No way 192t is under 600 canadain dollars. I'm quite amazed how they came up with $679 for that 172t. The best price I saw was $720+ 172T is a definate buy for $679 canadian. There cannot be better monitor for that price.
