    I don't think he meant it like that. At any rate, see my post above, you have to make sure the batteries are fully charged before testing. Otherwise, you're just telling us what the chargers can do (which would explain why your numbers were exactly the same).

    The notebookcheck prime tests show all cores at ~1900 mhz using 14.9W CPU package power. Don't know if that will translate to actual workloads, but at least it is a number for reference.

    That's a pretty strong exaggeration. You could say 3DXpoint products aren't what was promised, but the technology itself appears to be exactly what was promised. And I expect that at some point you'll see products getting quite a bit closer to those theoretical performance numbers.

    The cooler sucks, but the real problem is that most boards go overboard on the voltage. Especially if MCE enhancement is on. My 8700 is perfectly happy at 1.85 volts at 4.5 all core (yes, it does that). At default the board would have been throwing nearly twice the voltage at it.
