Have you tried a pci video card? Also, did you have the bios set to agp for video?
Have you flashed to the newest bios?
Where are your cards on the pci bus? give a listing of all cards w/ manufacturers and which slot they are in.
maybe you do have bad leds.....you could also try taking off the face plate and check the connections there...you could also try switching the leds around....
your power leds are wrong.....you need to have them on the BOTTOM of those three pins so it looks like this:
