PC won't Post

I have the latest bios update, and also I had the psu unplugged when I cleared the CMOS and pulled the mobo battery. Still the same result with my old cpu and the new one. I had a friend suggest that I should see if I can get a new bios chip for cheap and try that, is that worth a try?

Yes I did, even pulled the battery and let it sit for a few minutes but it did nothing.

I decided to upgrade my 3800+ with a 5400+ BE, but I ran into a snag. After putting in the new cpu the computer won't even post when I turn it on, it just powers on with my video card running the fan at 100% sits there, no POST or anything. I have replaced it with my old cpu and still get the...
