Easy, You set your [Adjust CPU VID] to lets say 1.425v, your [CPU Voltage] to, lets say Over VID 3.3%.
What you get is:
1.425 + [(3.3x1.425)/100] = 1.425+0.047025 that's roughly 1.472 volts

I guess this is a dual chip heatsink not a single one, no cpu will rest under that groove in the middle. It could be made for two cpus side by side where their center levels at the screw holes.

Yepp, seems to be happening to all new bioses and it sometimes happens with the memory speeds and sometimes cpu multies. but i don't think it's that critical.
