Good to hear you got into BIOS.
Double check to see the master/slave jumpers are set correctly on your hard drive, so there are no possible conflicts with CD ROMs or secondary drives...ect.

You may need a new power supply for the CRT. You could probably take it repair shop and have them put it in for you, but the cost involved for the repair most likely will be larger.
If you already haven't done so, I would download the latest BIOS from the motherboard manufacturer and flash the BIOS on your system board.
If this doesn't resolve the issue, then I would do this:

You say it loads "slow", like how slow is "slow"? I went to the website and it loaded in under 5 seconds. How much slower is it than you other websites?
Also you may want to make sure all the cabling between your system board and hd are properly secure, and if you have extra power connector from psu, try to switch the power connector.
I would check the manual to see if there is some switch that you need to set through bios to enable it to boot from the raid controller. Also, you said it tried to boot from the cd, so, I would disconnect the cd drive and try to get it booting from the ide raid. it really sounds like a problem...
