Custom textures can do it for Oblivion, but that's a 3rd party modification. Average frame rates won't necessarily reveal vram limitations, minimums (99th percentile) will. An on rails benchmark probably won't either. Quickly spinning your camera around isn't often demonstrated in benchmarks.
