I figured out how to get it to work. Although in BIOS I set the boot priority. There is also an option F11 to select the Boot Menu at the same time you can enter BIOS setup. I used that and found that although BIOS settings were SATA first...the Boot Menu was still setup to use IDE first...

Well I was able to determine that my BIOS flash did indeed work. But from what I have gathered Windows XP needs to be "repaired" to get it to work with the dual core. I was able to get it to boot, but that has created a second problem which I guess should be handled under a different post.
