Full server or NAS for an office with 36 desktop workstations?

You need a Domain Controller with Folder Redirection GPOs to do that. You can even do it with the Synology. Get yourself a small 1U server, something with at least 8GB of RAM, deploy Active Directory (remember all the workstations need to be Pro version or higher). Then do Folder Redirection...

SQL issue or network issue

A 15ms ping to the DB server on the LAN is most certainly a network problem. Most likely cable issue since it's isolated to one machine.

I once had to clean up a AD Forrest where the previous contractor migrated them into mydomain.corp.com instead of corp.mydomain.com They did not actually own corp.com... Let's just say there were some really weird DNS problems.

Hooking up another switch will solve this problem and I REALLY doubt that there's enough bandwidth being used for trunking limitations to be an issue.
