I'd say yes and no... I think it depends on what type of scene is actually being photographed. For well lit scenes, I'd say many smartphones already produce quality that for most intents and purposes is pretty close to a kit lens DSLR, assuming you're not going to be trying to get a large print...

Snapdragon 805 Performance Preview (AnandTech)

Both the 801 and 805 can decode 1080p H.265. I believe the 805 can additionally decode 4k H.265... so basically not something most people care about. Neither one can encode H.265 (so unfortunately no benefit for 4k video recording).

Love it! I have an SSD and then a storage drive, but the storage drive is the loudest part of my system. I rarely need to access my storage drive (only if I'm going to watch a movie or edit some photos or something), so I can keep it spun down until the time comes when I actually do need it...

How is the stock e8400 heatsink

It is tiny like others have said, but these chips run fairly cool so you should get a decent amount of OC headroom. Don't expect to reach 4GHz though (or if you do, at an acceptable temperature).
