Check the L5 bridges. If they are cut, then the cpu is MP disabled. You can reconnect them the same way you would unlock the multiplier and it should work. Check the forums at 2cpu for some great information on XP's in MPX boards.

If by frequency ratios you mean the multiplier of the CPU, on Intel chips they are locked and can't be changed. The only way to overclock your P3 is to up the FSB.
