Do you get sound at all? Like are your headphones good? Sorry but I don't want to over look a quick fix. If you have no sound at all it might not be the selected audio device in windows. If it is selected and you still get nothing, is it muted? There is usually 2 volume controls.

If I had your problem I would introduce a known good hard drive. If still no success, adjustment of the bios for sata settings (ide/ahci mode). Finally a bios reflash of either what you're using currently or preferably what the most recent version is.

Are there any beeps? If you have known good power now and changed your mainboard, it would be between processor or memory. Try one stick of memory, then try the other or try some totally different stuff as you don't wanna fiddle with your cpu anymore than necessary.

Will it boot from any CD? If it's just that CD, burn a copy of it.
Occasionally I've had trouble with original Windows CDs, and there's nothing wrong with a copy as long as you keep it and the original.
you said you tested everything else so that means that your known working parts are your Celeron, PCI video card, memory, and your power supply as this is all you need to post.
personally I've never heard of a computer to not run off of a PCI vid card, in fact my last 2 mobos I changed the bios...
Although I have a different system from you I do know that WinXP pro blue screens upon startup if I turn ACPI off in bios. Can't say I've ever tried installing without it though.
Thats a tough part, you should get a table top magnifying glass and an adjustable soldering iron or one that will max out at 500F which is your ideal temp you need to avoid damage from heat to the component. might be a good idea to get some wicking to remove access solder when you're done...
i've had a similar problem, i ended up just keeping both disks and using one to to boot just for that purpose then switching out disks when it asks for you to push F6 to install third party drivers.
this happened when i had a failed over clock once. try holding the left shift key on reboot... might be the left ctrl key, i can't remember.
anyhow this should reset your ati card.
thats wierd, i've never seen anything like it.
i'd start by changing your theme back to default and also trying in safe mode.
it would be good to reseat your vid card or borrow a friends if that doesn't work.

it should, i've replace a capacitor thats been chewed off by a 2 year old before. i had to get a replacement cap at radioshack
as long as you didn't try to power it or take any other parts out it should come back.
