If the overclock are exactly the same using 2 different cpu's, I'm fairly sure it is your MB that is limiting you. You probably have not even touched the max speed of either cpu.
I agree with Assimilator1 post above. The NB needs good cooling to overclock well. That and to disable the hidden C1E Bios feature inside the CPU feature Menu increased my overclock a lot. If you haven't already, look at post #1 for helpful bios settings.

I use Rivatuner for overclock and I scan with Atitool.
ATItool does not work fully with 8800 GTS(92) in Vista 64. Atitool starts, you can see the temperature and do the artifact scan but it does not show the frequencies.
That is true!
But what I can gather from reading different reviews, it seems like the extra shaders on the GTS (G92) vs GT (G92) do not make a big difference on the end results.
It's all about the CPU in 3dmark06

I never manage to get a hold of a 8800GT (G92) so I bought a 8800GTS (G92) instead.
I had fun playing with it and made some comparisons. The GTS is suppose to be little faster with its 128 shader processors instead of 112. Cording to the reviews that I have read its not much of a difference...
