Can't access BIOS from ATI video card

I didn't even consider flashing it until I read the thread linked above. I haven't had a chance to try yet; I'll post an update when I test it out. I appreciate all the help!

@Steltek: I can set "init display first" to Auto, IGFX, PEG, and PCI. I've tried each setting, confirmed that the change stuck, to no avail. I've also tried the PEG setting while desabling the onboard video, and that also failed. I had to reset the CMOS afterwards to edit the BIOS again...

I have it plugged into the PCIe closest to the CPU. I also have the U1b(UEFI BIOS), which is the only UEFI BIOS listed.

I have an Sapphire Radeon HD6770 connected to a GIGABYTE GA-Z68A-D3H-B3. I have the UEFI BIOS installed and for some reason I can't access it when I've got the DVI cable attached to the 6770. If I try I just get a blinking cursor screen. The same goes if I try and hit F12 to boot from other...

Where is my CPU power setting in Vista?

Sorry, I guess I wasn't specific enough. I meant that under the advanced options the Processor Power Management doesn't appear. It should be between "PCI Express" and "Search and Indexing" from what I've seen of screenshots, but mine isn't there or in the list at all.

Each time I formatted it was to FAT. In the two Phoenix BIOSes the drive shows up as a USB HDD, so I came to the conclusion it would only boot on those if I partitioned it as a HDD and made a bootable sector somewhere. But the AMI BIOS board can boot it as HDD or Floppy, and floppy never works...
