If Powerman is an oem of Sparkle like classy says, then those are top notch power supplies. The 300W Sparkle I have provides clean unfluctuating voltage, and it doesn't skimp on the amps like cheap ones do.
A cc0 P3 700e will get you 933Mhz guaranteed, 1GHz more likely than not. And you should upgrade your ram to 256MB if you have less than that. It makes a BIG difference.

I burned myself on my first SB Live! So I put a 486 HSF on it. But I sold that one to a friend and got one with digital out. I took the HSF off the first but I never got around to putting in on the second one.
You didn't say what HSF you're using. You could try 1.85v or 1.9v if your mobo supports it. I have run 2 cb0 P3's with an Alpha PEP66 at 1.9v and they actually didn't run too hot.
Open up the case and see what brand and model the motherboard is. AFAIK most HP systems use Asus boards and every HP with an Asus board that I have persoanlly seen did have some overclocking ability.

I read (on cnn.com or microsoft.com i think)it will use the same driver model as Win2k, since XP is really NT 5.1. In light of that i would expect most games to perform similarly to how they do in Win2k.
