I mean, there's nothing revelatory here. Even the 3900x is a few % lessor versus the 9900 single threaded and an absolute monster in multithreads.
Adding 4C/8T at the same speeds just improves the multithreading. *shocking*
It appears to be a Windows setting. You have to make sure the BIOS is set correctly.
(In my case, I believe I can just run the batch file and run with it)
