I could still use a solution to this if anyone is out there.
Restarting the PC seems to keep it at bay temporarily but after a while of being on it just creeps up again.
My only thought is to maybe RMA my video card?

I don't get stumped much but this one has me. For the past week or two, before and after Win7 SP1 x64, this has been an issue. I lock my desktop when I am away from the desk, mainly out of habit, and because of other people in the house.

A good video card will not fix a 16ms response time. With lower MS though I tend to ditch vsync and just push for more FPS with better cards to help compensate for any kind of tearing.
I wouldn't expect prices to drop a ton on black friday, maybe more so on the 4890 as it is a bit older.
If you have the money I would just go with the 5850 now. Not like their are many drawbacks to this card and assuming this fits the specs of the rest of your rig it is a great buy.
I'd say you are imagining things. Generally I let all graphic detail options be set in game as some games are more demanding than others and this gives the best performance per game. Sure it isn't as easy as "one setting to rule them all" but it does give the best graphics per game balanced...

I have the G2400W model and I love it. I want to pick up a second one. This whole 1080 monitor business drives me nuts. I'd much rather have 1900x1200 but the difference price is annoying and the availability of well priced models is slim to none.

The clocks weren't listed unfortunately. They entry was there, a mention of quarter four and the rest of the spreadsheet was empty for that part. I presume that means ATI hasn't finalized them yet.

The 5970 is the 5870x2. I've seen OEM lists confirming the existence of a 5970 and recent rumor articles seem to peg that as Hemlock, the dual chip card. So it seems we may be in for a name change at this point unless ATI changes it before launch.
The card is 12" long for those curious.
Price will get there eventually with competition and as the generation goes on. I suspect the 5870x2 which should be out in a matter of weeks may also bring on some drops on the other cards.
My case cooling is more than adequate so the Vapor-X doesn't bother me much in that regard. Definitely looking forward to that card however, hoping to have some news in the coming days.
