Any point in getting faster interwebs?

One 1080p HD stream can push 10Mb, depending on how it's encoded. Sometimes it's ok, sometimes it'll buffer alot. 30Mb is pretty solid for a couple connected devices and one or two video streams. Assuming this is not another introductory rate, for $5 a month, I'd do it. You'll still be paying...

Is it legal to download a whole website?

The WayBack Machine does it to pretty much the whole internet regularly. You can view historic copies of pages from most websites pretty much every time the pages change. The copies of some sites don't exactly work right, but the content is there. http://archive.org/web/

This is a business customer, so you probably want to sell them legitimate Windows licenses. Windows 8.1 is available at both Amazon and Walmart for $119. The cheaper ones readily available online for $10 to $69 are likely to be leaked/cracked keys that are not legitimate. They might work fine...

Sounds like they are intentionally not disclosing the model #. Also, if by 4th Gen Pentium they mean Pentium 4, it's pretty much worthless in 2017. You'd be far better served with any cheap laptop built in 2016/2017.
