I work in (not automotive) manufacturing. We are backordered over a year on industrial inkjet print heads, and I assure you that none of its on purpose. For us parts/supplier capacity/raw material/labor hiring and customer demand are batshit insane right now. Vendor lead times are at least...
US and Europe have different power levels for what a HP is. Shakes out to745W for a "US HP" and 735W for a "European HP." Add in a few variances in how that HP number is normalized to atmospheric pressure, humidity, and temperature... and now you've explained the difference.
JFC! It looks like a portion of your electrical system has an issue. It would be worth finding the factory wiring diagram and seeing if any of these systems shared a branch of wiring.
It is noteworthy that 3krpm is about when boost is totally spooled up, so if your boost controller is...

The only non-maintenance thing I've had to do was to replace a front half-shaft. At some point it had been replaced by a non-OEM one and it was clicking badly. I put an OEM half-shaft back in and no issue.
Overall the GX is about the most reliable vehicle you can get...

The GXs hold their value worse than their 4Runner brethren. Reasonable used GXs are far more common than reasonable used 4Runners. I got a 2006 GX470 Sport about two years ago and it runs/drives like damn...
I'm with mindless1, check to see if the radiator fan is running. If not... well... there you go. The fan is not needed at higher speeds, which is why you see things going bad at slow speeds. It's possible that the fan and temp gague are driven by the same sensor. The sensor could be bound in an...
