The old PC2400 sticks that I have are currently running at PC2700 with a touch more voltage. They are basicaly PC2100 sticks that are made to be overclocked. Not sure if that answers your question though...I'm pretty sure those boards support PC266 up to PC400.

I'm sure some better experts than myself will chime in here shortly but I think the basic answers to your questions are:
1) Intel CPU's are multiplier locked, you can't change them.
and
2) Yes your PC2100 ram is most likely holding you back (understatement) from upping the FSB.

Go look for a program called SoftFSB. It might work on your motherboard and allow you to run a 75mhz FSB or possibly a 100 if your motherboard supports P2- 350's and higher.
