    Are you also going to suggest the same for areas like Phoenix, Nashville, Memphis, St. Louis, Louisville, Minneapolis-St. Paul and Charleston, WV; places where more predictable seasonal storms cause as much damage? A large majority of US cities are located in some kind of flood plain.
