problem with new PC build

Could be a variety of things. Make sure the power in properly plugged into the mother board. Make sure the power switch is properly plugged in. Check memory sticks. Make sure your video card is properly seated.

After switching to Windows 10, everything is cramped into small spaces

I had the same problem. I changed the resolution of the screen. Also make sure that you are not zoomed out or in on the browser.
