If you suspect it's a power issue you should disconnect all drives save your primary OS drive and 1 storage drive at a time. Try getting them to both actively do something at once and see if the storage drive remains responsive.

How big are the reports and files that are being requested from the system? If they aren't too large, the main drain on speed is likely either a poorly set up network between the systems, or the hard drive is struggling to support multiple users.

Depends on the games that you play to be honest, that set up should run most popular titles fairly well but a lot of modern titles will probably demand a bit more from the GPU itself. What titles are you aiming to improve performance in?
