Truth is up to you and how far you are willing to go. The Opty is a beefier chip and over clocks very well and high. I picked the 4400+ becuase I wanted to start from a higher clock so I didn't have to over clock it too high to get it where I want it... Even though there is no problem over...
I have had a PSU go bad and do the same thing... It is hard to tell what it could be... My PSU messed up the CPU witch then messed up the motherboard... I had to replace all three to get it fixed... I went though 3 CPU and 2 Motherboard...
Actually, The heat increase is because you are now running two core instead of one. The X2 3800+ uses less wattage/voltage than the Single cores, so it should be less of a stress on your PSU.

I would upgrade any Video below a 6800... I beleive there is a big defference... And with a PCIe it would be one less thing to upgrade later... Within the next month or so I am giong to go with a MSI K8N Diamond Plus and twin 7900GT's SLI... I also beleive there is a noticable differenece going...
