I would go with a couple good sticks of PC3500 since you will still be able to run at aggressive timings (usually 2-3-3-6) and you can pretty much gaurantee the memory won't be the limiting factor for your OC.
I always put my hard drives on IDE Channel 1 and my optical drives on IDE Channel 2. Never tried anything different because this has always worked out great for me.
