Cleaned all drivers, no luck. Cables well plugged in. I would assume temperatures wouldn't be a problem since while installing the drivers the computer hadn't been on long and is in a ~70 deg. F environment...

E7500 vs E8400 -- I am buying 100-130 systems

Honestly I could see the e7500s lasting 5 years with no problem. I would think of it this way: Even for basic tasks like running MS office, if you throw a p4 next to an e7500 there will be a huge difference (especially if you have stuff running in the background). But if you run those same apps...

Is it even worth having a paypal account?

Yeah, I use facecard.com which gives me a prepaid card number and Routing/acct number for the bank verification and that usually has little to no money in it just in case Paypal decides to work their magic and screw me over.

Paypal balance pending... what the hell does this mean?

Well that's scary as hell. I stopped using paypal for two years because of a bullshit dispute I had with a buyer on ebay. He didn't get his xbox 360 quick enough and he was mad so he said "hey, I never got it" and apparently USPS delivery confirmation isn't good enough so they refunded the guy...
