Rosewill was kind enough to send me the pinout diagrams for this power supply. I chopped it up to show just the PCI-E 6+2. So here it is if anyone ever needs to know...

Whoever bought it and returned it must have had trouble locating replacement cables and jacked the ones from this unit.
Rosewill emailed me back with this statement:

My graphics card specs (EVGA GTX590 Classified) mention that it can use four 6-pin PCI-E connectors. It must have came with an adapter which is long gone.
It'd be easier if I could locate a pinout diagram for the Rosewill 1000w Bronze 80+ PSU. The old PSU PCI-E 6+2 cable is from a Thermaltake 750w (forgot model).
Long story short, I bought an "open box" Rosewill 1000w power supply and the two PCI-E 6+2 cables are missing. The seller refuses to send cables. However, I have a PCI-E 6+2 "Y" splitter cable from the old PSU that failed which is a Thermaltake brand.

To begin, I have a retired rack mount server (Intel S5000 PALR w/Intel chassis). It's incredibly loud, contains two power supplies, runs several SATA/SCSI drives, and Windows is a pain in my A$$. The fan issue is somewhat cleared up.

I read a post elsewhere about modifying the SDR firmware file to lower fans speeds (Intel S5000 PAL). It did not go in to detail but I am in favor of that option. I'm not exactly sure how the .SDR is opened and what is used to change the config.
Regarding modding the fan header PWM signal...
Can a single fan header pulse signal output be duplicated to several mainboard fan headers without issue? I'm not buying a PWM controller - I just want to splice the pulse signal to all fan headers to quiet it down.
