Also, if anyone has any comment on the relative performance of 800 vs. 667 memory (i.e. is there a noticeable difference that makes it worth the price premium?) I am planning on a 6400 and no OC.
The PCI Simple Communications controller is the Intel Management Engine. If you were to install the Management Engine Driver and Chipset Software Installation Utility drivers available for download on the download center, one of those should pick it up.

HPET is the High Precision Event Timer. What can I say, the ICH8 has one, and so it makes sense to have an enable/disable for it like the other devices. As machines get faster we need better timers.

Ah, good spot. This would indicate that revision 202 and later has switched over to a part that does possibly have AHCI and/or RAID and/or support for up to six SATA ports (the ICH8 only has four). However the "HH" variant is not mentioned anywhere in the chip spec, so it is still a bit unclear.
The section header in the middle of the page says "AHCI (Intel ICH8R, ICH8DH, ICH8DO only)"
If you refer to page 12 of the DP965LT spec D5601702US.pdf (download pointer earlier in the thread), you see that the part on the DP965LT is 82801HB.

The ICH8 variant (82801HB) that is used on the DP965LT does not support RAID or AHCI. Other variants that are used on the DG965xx do support these.
I would claim that if the BIOS is offering you this choice, it is a BIOS bug.
